At the State Department, spokeswoman Heather Nauert attacked the CGI video simulation played during Putin speech to demonstrate the new missiles' capabilities.

While the US shouldn't discount "all that Putin said on nukes", tweeted Steven Pifer, a former foreign service diplomat in Moscow and USA ambassador to Ukraine, the message was "aimed first & foremost at #Russian public".

"We do not want a new Cold War or a new arms race", Lungescu said.

Putin said the weapons would render Western missile defence systems obsolete, prompting a harsh response from North Atlantic Treaty Organisation, which insisted its systems based in Europe were not directed against Russian Federation.

"It is certainly concerning to see your government, to see your country, put together that kind of video that shows the Russian Government attacking the US". To such suggestions, Russian President said, that a new arms race has started when the United States left the Anti-Ballistic Missile Treaty.

Putin contended that he can not take action unless it goes "through official channels, not through the press or yelling and hollering in the United States Congress".
