The rare use of the U.S. veto to block the vote was not an embarrassment, Haley said, but should embarrass the other council members.

It came ahead of a planned trip by the USA vice-president, Mike Pence, to Jerusalem on Wednesday that was set to take place amid a deep rupture in U.S.

"The US veto violates the legitimate worldwide resolutions and the resolutions of the Security Council". The Council's other 14 members, including France and Britain, all voted in favor.

Speaking after the vote, Riyad Mansour, the Palestinian ambassador to the United Nations, said: "It is paradoxical that while we were waiting for a peace plan from the USA, the administration instead made a decision to further obstruct peace and delay its realisation".

To win the 14 votes, the text was watered down with no condemnation and no specific mention of Trump's move.

Trump abruptly reversed decades of USA policy this month when he recognised Jerusalem as Israel's capital, generating outrage from Palestinians and the Arab world and concern among Washington's western allies.

That resolution, which had 14 votes in favor, "reaffirmed ... that Israel's establishment of settlements in Palestinian territory occupied since 1967, including East Jerusalem, had no legal validity, constituting a flagrant violation under global law and a major obstacle to the vision of two States living side-by-side in peace and security, within internationally recognized borders".

Since the advent of Trump's presidency, United States policy has grown increasingly hostile towards the Palestinian factions, edging closer in support of Israel.

Israeli Prime Minister Benjamin Netanyahu thanked Haley and Trump in a Facebook video, saying: "You lit a candle of truth".

Despite the barrage of criticism regarding the US's waning role, the Trump administration has continuously reaffirmed its commitment to the Middle East peace process going so far as stating that within the context of the Jerusalem declaration, "there is a very good opportunity for peace to be achieved". Palestinians want the capital of an independent Palestinian state to be in the city's eastern sector, which Israel captured in a 1967 war and annexed in a move never recognised internationally. Apart from that, the draft calls on countries not to recognize any actions or measures that run counter to the Security Council resolutions and to refrain from establishing diplomatic missions in that city. Even the US' closest geopolitical allies - Japan, Britain, and France - voted in support of the draft.

The status of the city must be decided through negotiations and "not by the unilateral decision of a third country that would bring us back a century", said French Ambassador Francois Delattre.

The US abstained in that vote, allowing it to pass, but would today block it with their veto, Haley said.

Haley, who used her veto power for the first time as U.S. ambassador, stressed that the United States still supports a two-state solution "if that's what the parties agree to". What was the wording of the draft resolution? Any outcome of such a session is non-binding, but carries political weight.
