They are determined to secure legislation to protect the young undocumented immigrants known as Dreamers who arrived as children but were put at risk by Mr. Trump's decision to end the Obama-era program that shields them from deportation. This is a battle the Democrats can win for themselves and for those who want to find a way to beat back any tougher restrictions on immigration.

With few other levers of power, Democrats are under pressure from their core voters to extract as many concessions as they can.

Last time congressional leaders met with Trump in budget negotiations, Trump abruptly sided with Democrats on a deal to extend a short-term budget and the debt ceiling for just a few months. You want to negotiate with us?

Senate Majority Leader Mitch McConnell, Kentucky Republican, said that in his decades of service under administrations of both parties, he had never refused an offer to meet the president.

"What we do now is return to our Republican colleagues and say, 'Is this the direction you want to take our government at the end of the year?'" said Representative Joseph Crowley of NY, a member of the Democratic leadership.

In a statement, White House press secretary Sarah Huckabee Sanders called it disappointing that Schumer and Pelosi won't meet with Trump. "These issues are far too serious for these kinds of games".

"Given that the president doesn't see a deal between Democrats and the White House, we believe the best path forward is to continue negotiating with our Republican counterparts in Congress instead", their statement said. "I think we have tremendous support - unanimous vote on the tax bill - I think we're going to get it passed".

When reporters asked whether Trump's initial tweet was the trigger for all this, Sen. And Democrats were seen as being more opposed to a possible shutdown than Republicans. But if Democrats were hoping that would be enough to get Republicans on their side here, they were very mistaken.

By staying away, Schumer and Pelosi have handed President Trump a potential win as this shutdown battle looms ever closer.

Schumer and Pelosi didn't come rushing into that briefing, where Trump also weighed in on the Senate's tax plan and North Korea's missile launch.
