Earlier, sources in the Delhi government had told Firstpost that the main submission of the Delhi government in NGT on Monday will be about the problems the odd-even is going to cause if implemented without any exemption.

The NGT, in its order, also said that in future the odd-even scheme should automatically come into force if the PM2.5 and PM10, particles in air with diameter less than 2.5 and 10mm respectively, go above the 300 and 500 units for 48 hours.

New Delhi continued to reel under smoggy conditions on Monday as a thick haze reduced visibility and air quality remained at "hazardous" levels.

Both PM 2.5 and PM 10 levels, measured at 480 and 712 micrograms per cubic meter, respectively, were back at the "emergency" threshold of the Graded Response Action Plan.

The Delhi government, which had on Saturday chose to halt the odd-even traffic restriction scheme, which was scheduled to be implemented from November 13 to 17, moved the country's top green tribunal on Monday with a review petition. It has been a week that health emergency is declared in Delhi as hazardous smog clouds the region, making it risky for the people to breath. The odd-even rule mandates that the on odd dates, only odd numbered vehicles will ply on the roads while on even dates, only even numbered vehicles will be allowed to ply on Delhi roads.

The Delhi government on Monday did not file a review petition in the National Green Tribunal (NGT) on the odd-even ruling, two days after it made a decision to hold the traffic rationing scheme in abeyance and said it would request the green court to exempt women and two-wheelers from the restrictions. "No single person, government or organisation can improve the air quality of Delhi", Khattar wrote to Kejriwal, also asking him what steps has the AAP taken to check stubble burning within the national capital. "In light of the two conditions by NGT on two-wheelers and women, at the moment we are calling it off".

Earlier the NGT had also announced that until Monday all the schools will be shut down and there will be a ban on trucks carrying construction material and on construcion sites until next notice.

Reports also said, "There was no lawyer from the Delhi government's side present at the hearing that the latter had itself requested".

According to the Central Pollution Control Board (CPCB), Delhi's air quality was above the required limits for over 50 hours by 3.00 p.m on Monday.

Delhi's air, among the world's dirtiest, worsens in the winter months.
