There were already about 300,000 Rohingya refugees in Bangladesh before the most recent exodus. The monks claimed the refugees were terrorists and demanded they be returned to Myanmar, prompting police to move the refugees to another location. "But it (joint working group) will (be formed) very soon", said Ali.

Amidst the ongoing Rohingya crisis, the centre has approved two immigration check points along the borders with Myanmar and Bangladesh.

It was unclear whether Myanmar would place restrictions on which refugees would be allowed to return home.

Nobel peace laureate Suu Kyi, who has been severely criticised for her failure to curb the military crackdown on the Rohingya, said in a speech last month that Myanmar would take back "verified" refugees. Bangladesh has repeatedly urged Myanmar to repatriate them.

The latest violence began when a Rohingya insurgent group launched deadly attacks on security posts August 25, prompting Myanmar's military to launch "clearance operations". The government has blamed the Rohingya, saying they set fire to their own homes, but the United Nations and others accuse it of ethnic cleansing.
