Sudan faces 'paradox' over U.S. terror blacklist: minister

Sudan faces 'paradox' over U.S. terror blacklist: minister”

The decision follows Sudanese efforts to work more closely with the United States on issues such as counterterrorism and human rights and is part of a general trend toward warmer relations.

The next step is for the administration of President Donald Trump to notify the Congress about the decision so that it takes the necessary steps to lift the sanctions and suspend the trade and economic embargo and other penalties that the United States had imposed on Sudan.

Sudanese President Omar Hassan al-Bashir addresses the crowd during a campaign rally in East Darfur, April 5, 2016.

"Sudan regards it as a positive development in the history of the Sudanese-U.S. relations and a natural outcome of a frank, transparent and constructive dialogue that reviewed all concerns between the two countries", it added.

It came, she said, "in recognition of the Government of Sudan's sustained positive actions to maintain a cessation of hostilities in conflict areas in Sudan". It also remains subject to separate United Nations Security Council sanctions related to its violent crackdown on opposition groups in Darfur, for which Sudan's President, Omar al-Bashir, faces worldwide criminal prosecution on charges of crimes against humanity, including genocide.

The revocation, which takes effect on October 12, signals the dawn of new relations between the two countries who have had a checkered diplomatic history since the sanctions were first imposed in 1997.

The United States is preparing to lift the decades-long economic sanctions on Sudan after it has seen improvements in the country's human rights and progress in counter-terrorism measures, a U.S. official said yesterday.

The Trump administration also recently removed Sudan from its travel ban.

While the USA has yet to comment on the matter, Sudan's State Minister for Foreign Affairs, Hamed Momtaz, indicated to Reuters that an agreement has been reached with the U.S. over the sanctions.

The U.S. had worked to isolate Sudan since the military coup that brought al-Bashir to power in 1989. In 2016 rights group Amnesty International accused government forces of killing scores of civilians in at least 30 suspected chemical weapons attacks in a remote area of the country's Darfur region.

The United Nations says 300,000 people have died in the conflict and 2.7 million have fled their homes.

US President Donald Trump lifted an American trade embargo and other punitive measures that effectively separated Sudan from most of the world's financial system.

The trade embargo on Sudan was put in place in 1997 by then-US president, Bill Clinton, under claims that the African nation government harbored terrorists and didn't respect human rights.
