The bill, known as SB54, bans law enforcement officials from asking about the immigration status of people under arrest, and prevents local police from being "deputized as immigration agents", The Associated Press reports.

California is home to an estimated 2.3 million immigrants without legal authorization, CBS News reported.

The California Values Act would not necessarily make California the country's first "sanctuary state".

The bill that is headed to Brown's desk allows communication with Immigration and Customs Enforcement (ICE) regarding anyone who has committed any of the 800 crimes listed in the California Trust Law, which includes some misdemeanors and non-violent crimes.

The California State Assembly Friday afternoon approved a "Sanctuary State" bill that would limit police cooperation with federal immigration authorities.

"This comes as a relief that there are some legislators that are really listening", Pablo Alvarado, executive director of the National Day Laborer Organizing Network, told CBS.

Multiple cities have sought to defy President Trump's immigration enforcement policies, which require that state and local communities allow federal immigration access to detention facilities and provide 48 hours notice before they release an illegal alien wanted by federal authorities.

Senator Kevin De León (D-Los Angeles) said the amendments added to the bill this week were reasonable and would not change the overall mission of the bill to protect hard-working families.

Immigration advocates generally applauded the latest version, even with de Leon's concessions.

This year's legislation not only raises new, much-needed revenue for housing, it reasserts the state's interest in getting more housing built while preserving the say local communities have in their own neighborhoods.

"In my view this bill's going to make us less safe", said Assemblyman Jordan Cunningham, R-Templeton.

Proponents of the California Values Act cited residents' fear of law enforcement amid the looming threat of deportation as a vital reason to pass the bill.

A federal judge in Chicago ruled Friday that Attorney General Jeff Sessions can not follow through with his threat to withhold public safety grant money to so-called sanctuary cities for refusing his order to impose tough immigration policies.

As lawmakers considered the bill Friday another high-profile killing in San Francisco spotlighted the sanctuary issue.
