United Nations imposes tougher sanctions on North Korea”

South Korea has estimated that the United Nations Security Council sanctions against North Korea will slash the North's annual export revenue by one billion USA dollars. In the previous resolutions against Pyongyang adopted past year, the council set export caps on coal, the country's main trade item. It would also prohibit countries from increasing the current numbers of North Korea's labourers working overseas, ban new joint ventures with Pyongyang and any new investment in current joint ventures.

This comes after Pyongyang's first successful tests of intercontinental ballistic missiles capable of reaching the US mainland.

All 15 Security Council members approved the resolution, including Russian Federation and China.

The resolution represents "the strongest sanctions ever imposed in response to a ballistic missile test", the statement said. The resolution significantly strengthens the sanctions on the DPRK, imposing a full ban on the export of coal, iron and iron ore from the country. This represents one-third of its total exports past year, estimated at $3 billion.

In addition to the effect the sanctions will have on its exports, ABC News reported the new measure targets other revenue sources by barring countries from entering joint ventures with North Korea. China and Russian Federation voted with us.

The resolution asks the Security Council committee monitoring sanctions against North Korea to ban the import of many more so-called dual-use items, which have commercial purposes but can also be used in conventional, biological, chemical or nuclear weapons.

US President Donald Trump commended the United Nations council on passing the sanctions, the White House said late Saturday in a statement.

In an interview with MSNBC's Hugh Hewitt that aired Saturday, McMaster said Trump has been "deeply briefed" on the strategy on North Korea. It notes United Nations findings that well over half the population lacks sufficient food and medical care, while a quarter suffers from chronic malnutrition.

Chinese Ambassador Liu Jieyi said the resolution does not intend to harm the North Korean people.

The resolution expresses regret at North Korea's "massive diversion of its scarce resources toward its development of nuclear weapons and a number of expensive ballistic missile programs" - a point stressed by Haley.

Though the economic sanctions have teeth, Washington didn't get everything it wanted. Despite that, the USA and two previous South Korean governments "essentially bought into a sanctions approach to try and stop North Korea", says John Delury, a North Korea watcher who teaches worldwide relations at Seoul's Yonsei University.

The comments came as Secretary of State Rex Tillerson was in the Philippines for a regional summit expected to focus heavily on concerns with North Korea.

Negotiations for the new resolution began after Pyongyang conducted its first test of an ICBM on July 4.

The draft resolution reiterates language in previous Security Council resolutions supporting a return to six-party talks with the goal of denuclearizing the Korean Peninsula, expressing the Security Council's commitment "to a peaceful, diplomatic, and political solution to the situation", and reiterating the importance of maintaining peace and stability in northeast Asia.
