Those goals included cutting the current number of tax brackets by more than half, eliminating "most tax breaks" that benefit "high-income" earners and lowering the tax rate for businesses.

The speech, meant to shift Washington's focus from the failed overhaul of the Affordable Care Act to tax reform, is not expected to contain policy details. He also outlined simplifying the tax code by removing special interest deductions, making tax returns fit on a single page; providing "tax relief for middle class families"; and making it less "punitive" for corporations to repatriate "trillions of dollars in wealth that's parked overseas".

The White House is no longer expected to release its own detailed proposals for tax reform, instead working with congressional leaders as part of the "Big Six" effort to craft a tax reform plan that could earn broad Republican support.

According to Reuters, Trump name checked Ireland alongside France, Germany, Canada and Mexico as countries with a low corporate tax rate. "Tell you what: The United States is counting on it".

"I think Congress is going to make a comeback, I hope so", Trump continued, to cheers from the audience.
