North Korea, however, has long viewed the exercises as rehearsals for invasion. The U.S. has always maintained these are purely defensive and to keep the two militaries prepared in case of an unplanned event like a missile strike.

Speaking in Beijing, Chinese Foreign Ministry spokeswoman Hua Chunying said North and South Korea and the United States all needed to make more effort to ease tension.

"North Korea has shown it has no regard for the welfare of its own population, no regard for the security and good relations with its neighbours and no regard for global law", he said.

While the allies are pushing ahead with the exercises that date back to 1976, around 17,500 United States troops will participate in the drills - a cutback from a year ago. However, the US and South Korea maintain they are purely defensive.

Some political analysts suggest Washington seems to have responded to Pyongyang's recent restraint by downsizing this year's exercises, sending less personnel, and holding back nuclear capable bombers and other strategic assets. But Seoul and Washington have rejected the offer, calling the drills legitimate defense exercises that they have conducted for decades.

The exercises, created to improve South Korea's defence, are carried out to recognise the treaty between the Republic of Korea and the United States signed in 1953.

Kim would "watch a little more the foolish and stupid conduct of the Yankees", a North Korean statement said last week.
