The letter, which contains some of the same information in a public league statement, explains that the NFL not only reviewed allegations of domestic violence levied against Elliott, but also his St. Patrick's Day incident - in which he exposed a woman's breasts - in determining the severity of his suspension.

The investigation into Elliott began after a woman in February 2016 said that she suffered an injury after the football player pushed her against a wall during an argument in Florida, according to a police report first obtained by USA TODAY.

The NFL said its decision to bar Elliott from the field when the regular season begins comes after an "extensive investigation" into a domestic violence complaint first lodged against him past year.

In its statement, the league said their personal conduct advisors "were of the view that there is substantial and persuasive evidence finding supporting a finding that [Elliott] engaged in physical violence".

Elliott is planning on appealing the NFL's decision.

The NFL's letter to Elliott cited the OH case as well as an incident this past spring when Elliott was caught on video pulling down a woman's shirt while watching a St. Patrick's Day parade in Dallas. The league's longstanding policy is that its players are held to a higher standard of behavior. He had 1,631 yards to go with 15 rushing touchdowns. In addition, Elliott will give up $240,000 per missed game in signing-bonus money if the suspension is upheld. If the suspension holds up, Elliott wouldn't be eligible to play in the regular season until October 29 when the Cowboys play the Washington Redskins. Their backup running backs include Alfred Morris and Darren McFadden.
