The focus on Uber's working practises arose after ex-Uber employee Susan Fowler accused the company of having a culture of sexual harassment, gender bias and prejudicial behaviour in a February 2017 blog post.

The presentation of the Holder report's recommendations to Uber employees on Tuesday will also mark one week since the embattled company, which is valued at $68 billion, announced that 20 employees had been fired over harassment claims.

What exactly the report contains however, is unclear but won't be for long as TechCrunch reports the recommendations made by Holder will be handed to employees on Tuesday. Meanwhile, Emil Michael, Uber's chief business officer and a close confidant of Kalanick, is planning to resign as early as Monday, The Wall Street Journal reported. Some of the board's directors still support Kalanick's management methods, while others are concerned about how the company was being managed.

Key unfilled positions include chief operating officer, chief financial officer, chief marketing officer and general counsel - an astonishing list for a company that has more than $7 billion (€6.25 billion) in annual revenue and which was valued at $68 billion (€60.7 billion) by investors past year.

On Wednesday, multiple news outlets reported Uber executive Eric Alexander obtained the medical records of a woman who had been raped by an Uber driver in New Delhi.

San Francisco-based Uber is valued at almost $US70 billion ($93 billion) but has yet to turn a profit.

The company's board is being briefed Sunday about an investigation into sexual harassment and workplace culture at Uber, a source told CNNTech.

Uber has been rocked by accusations that its management under CEO Travis Kalanick has allowed harassment, discrimination and bullying.

Kalanick, through a spokesman, declined to comment on his potential firing.

Congress is considering an investigation into Uber's tracking practices following complaints from consumer groups.

Meanwhile, it was understood the recommendations in the Holder report would result in greater controls on spending, human resources and other areas where executives led by CEO Travis Kalanick had a surprising amount of autonomy for a company with more than 12,000 employees. But sources inside Uber said that the company is in discussions with Michael of a "legal nature" related to an expected exit.

Uber reported about 200,000 people deleted their accounts in the wake of the scandal. While the CEO himself initially told individuals he may need a break following the death of his mother in a boat accident that also sent his father to the hospital, this move could destabilise Uber's leadership hierarchy.
