A 29-year-old resembling the Joker villain from Batman was arrested after pointing a loaded gun at drivers.

Witnesses described the man as having green hair with tattoos on his face. The officer asked Sullivan to place his hands on the police vehicle and conducted a pat down.

When asked if he had a conceal-carry permit, Sullivan said, "I don't have a permit 'cause it's expensive".

Sullivan told the arresting officer he had a gun in his pocket, which had six rounds in the magazine. His arrest affidavit "lists him as a 'tattoo model, '" the Miami Herald said.

Officers responding to reports of a man brandishing a weapon at cars discovered Sullivan leaving an apartment complex, according to police.

Bail was set at United States dollars $5000, lest Sullivan be transferred to Arkham Asylum (or its Florida equivalent).
